In a medium saucepan over low heat, combine 1 cup of sugar and 1/2 cup of water, stirring until the sugar dissolves and turns a golden brown. This will be your caramel. Carefully pour the caramel into a round cake pan, tilting the pan to coat the bottom evenly. Allow it to cool and set while you prepare the flan mixture.
