    Bring the milk, water, butter, salt and sugar to a boil. Add the flour at once and beat over medium heat until a smooth film forms on the pan.

    For the vanilla layer, cook the milk, yolks, sugar, cornstarch and vanilla into a thick custard. Cover, cool, then fold in 1 cup softly whipped cream.

    For the caramel layer, caramelise the sugar until amber, carefully whisk in the hot cream and cool completely. Fold it into 1 1/2 cups softly whipped cold cream.

    Pipe vanilla custard cream onto each lower shell, then pipe caramel cream above it.

    Stir powdered sugar, hot water and caramel syrup into a thick caramel-coloured glaze. Dip or spread it over the top shells, allow it to set, then place the tops over the two cream layers.
